It's probably some weird DRM or related type check these companies do. This also happens randomly with my downloaded Spotify playlists on a spare phone if I leave internet off too long on that device. It will randomly delete or not play downloads unless I connect to an internet connection to check my account out (am a premium member). The Libby app may be doing the same or similar, which I can see be an annoying issue. If it's sending out a check of some kind behind the scenes to verify loan is still valid or whatever, sometimes this causes downloads to not work until you reconnect to the internet. Weird since the file is technically "downloaded", but I have seen with other programs this happens somewhere in their coding even if you don't turn cell data or internet connection on.
